DEC-OGECO Construction is the new branch of the DEC-OGECO Group, dedicated to industrial and energy construction.

Built on decades of experience in LPG, oil, gas, and energy, we deliver reliable, safe, and future-ready infrastructure worldwide.

Expertise

Our expertise in turnkey projects — including LPG terminals, storage tanks, pipelines, welding, and mechanical works — has led naturally to the creation of this specialized entity.

Today, DEC-OGECO Construction expands beyond energy into piping, steel structures, industrial plants, and general construction.

The Bangladesh workshop adds in-house capability for steel structure fabrication, prefabrication, and assembly, supporting flexibility and efficiency across all projects.

PHILIPPE BECHTEL

Construction Director – DEC OGECO Contruction

Engineer – Site Management – Project Execution – Safety & Quality

With more than 25 years of experience in construction management and multidisciplinary projects, Philippe has led major industrial and energy installations from early design to commissioning, both in Europe and internationally. His expertise covers Oil & Gas facilities, power generation plants, and complex infrastructure works, always with a strong focus on operational excellence and field coordination.

Starting his career as Site Engineer and evolving through successive leadership roles, Philippe has developed a recognized know-how in planning, supervising, and controlling all construction phases — from civil works to mechanical and electrical installation. He ensures that projects are executed on time and in full compliance with safety and quality standards.

As Construction Director, he manages all on-site activities and teams, coordinating closely with engineering, procurement, and commissioning departments. His pragmatic approach and technical rigor make him a key actor in the successful realization of DEC and OGECO’s turnkey projects worldwide.

Bernard Bruyère

Ivory Coast Country Manager – OGECO Ivory Coast

Engineer – Turnkey Project – Project Execution

With more than 30 years of experience in the Oil & Gas and Environmental sectors, Bernard has managed numerous turnkey projects worldwide, from design to commissioning — including oil and gas storage, distribution, and treatment facilities.

Building on his strong background in project execution and contract management, he now leads DEC and OGECO’s activities in West Africa. As Ivory Coast Country Manager, he drives the company’s development in the region, fostering partnerships, ensuring project excellence, and reinforcing DEC OGECO’s presence across Ivory Coast and neighboring countries.

Affif Hassani

Rwanda Country Manager – OGECO RWANDA

Construction Expert – Site Management – Leadership – Execution

With more than 20 years of experience in construction and site management, Affif has developed strong expertise in leading complex projects from groundwork to completion. A true field professional, he is known for his hands-on approach, problem-solving skills, and ability to coordinate multidisciplinary teams in challenging environments.

Member of DEC OGECO for over 10 years, Affif has played a key role in the company’s construction activities across Africa. As Rwanda Country Manager, he oversees all ongoing projects in the country, ensuring quality, safety, and efficiency on every site. His deep knowledge of construction practices and his leadership on the ground make him a cornerstone of DEC OGECO’s success in Rwanda and the region.

Rayhanur Rahman

Bangladesh Country Manager – DEC BANGLADESH

Civil Engineer – Construction & LPG Expert – Project & Team Management

With more than 15 years of experience leading DEC Bangladesh, Rayhanur has built a solid expertise in managing large-scale industrial and LPG projects. Trained as a Civil Engineer, he has successfully served as Site Manager, Project Leader, and Country Manager, overseeing complex turnkey operations with rigor and efficiency.

As Bangladesh Country Manager, he is responsible for all DEC–OGECO activities in the region — from project execution to local resource management. He supervises both national and international teams, coordinating up to 200 workers during construction peaks, and manages the company’s workshop facilities. His technical expertise, leadership, and organizational skills make him a key figure in DEC OGECO’s long-term presence and operational excellence in Bangladesh.
